Meghalaya Charts New Path for Startups, Moving Beyond Grants

Shillong: In a significant shift from its foundational approach, the Meghalaya government is now drafting a new Startup Policy aimed at fostering an ecosystem driven by innovation and scalability, rather than just grants. This comes seven years after the successful launch of its flagship PRIME initiative, which laid the groundwork for a burgeoning entrepreneurial community in the state. Officials say the move is designed to keep pace with the rapidly evolving startup landscape.

A top official confirmed that the new policy is currently being formulated, with the state holding extensive discussions with entrepreneurs and key ecosystem enablers. The consultations are a crucial step to ensure the policy is a robust and forward-looking framework for the state’s next big leap.

Planning Department Secretary Cyril V Diengdoh, speaking at a high-level Roundtable Conference organised by PRIME Meghalaya, underscored the change in strategy. He called for a shift from a grant-led model to one that focuses on enterprise building rooted in innovation, integration, and market viability. “We must now focus on enterprise building rooted in innovation and integration,” Diengdoh said, emphasising the need to secure deeper market access, build stronger value chains, and effectively aggregate small businesses.

Entrepreneurs and stakeholders at the conference advocated for a more streamlined and impactful support system. They called for sharper financial incentives, a stronger connection between educational institutions and the startup world, and increased backing for young entrepreneurs tackling critical local issues like waste management, traffic congestion, and environmental sustainability.

The conference also identified key sectors for focused intervention and policy support, including agri-tech, tourism, traditional crafts, and digital services—all areas where Meghalaya has a distinct advantage. Officials reiterated that the PRIME Meghalaya initiative will remain central to this new phase, acting as the anchor for the transition and ensuring that the state’s startup ecosystem continues to evolve to meet the aspirations of its young population and the demands of a changing economy.
