Assam Govt introduces Bill to mandate CCTV cameras in public spaces

Guwahati: The state of Assam’s government has introduced a bill that would require CCTV cameras to be installed in public spaces. The proposed legislation aims to ensure public safety by lowering crime in places where the public congregates, such as retail establishments, industrial facilities, places of worship, educational facilities, governmental structures, sports arenas, and residential buildings.

Ashok Singhal, the minister for housing and urban affairs, introduced the “Assam Public Safety (Measures) Enforcement Bill, 2023” in the House. The bill requires the installation of CCTV cameras and other surveillance equipment within a certain amount of time by the owner of public spaces. The government must have access to the surveillance film as needed and it must be kept for 30 days.

According to the bill, these measures must be taken either before the next licence renewal date for the business establishment or within a year of the Act’s start date, whichever comes first. Failing to comply with the provisions will initially attract a monetary fine for the first two months, after which the premise will be sealed temporarily by the authorities.

The use of data that the government has access to from its own sources will help to create a safe public environment throughout the state, according to the bill’s statement of aims and reasons. The proposed legislation is meant to protect the public from crime and ensure safety in public areas.

This bill’s introduction is a significant step in the right direction for enhancing public security and reducing criminal activity in Assam. It is envisaged that the installation of surveillance equipment in Assam will contribute to a decrease in crime and increase public safety. The use of CCTV cameras in public areas has been successful in other parts of the world.
