Mizoram Chief Minister Lalduhoma Galvanizes Officials towards Governance Transformation

Northeast Desk, 10th June: Mizoram Chief Minister Lalduhoma rallied ministers and officials at the Inter-Department meeting held at Dawrpui Multi-Purpose Hall, urging a concerted effort to translate political aspirations into actionable governance strategies. Emphasizing the government’s unwavering commitment to inclusive governance and innovative approaches, the CM underscored the indispensable role of civil servants in driving these objectives forward.

Acknowledging the relative lack of governance experience within the current administration, the CM expressed unwavering faith in the civil service cadre, referring to them as the “Steel Frame of Mizoram.” He called upon officials to cultivate a positive mindset and prioritize efficient service delivery, leveraging technology to bypass intermediaries and reach the grassroots effectively.

Highlighting the imperative of rejecting unlawful directives, the CM advocated for transparency and accountability in governance practices. He emphasized the necessity of written confirmations for oral directives to forestall governance lapses. The introduction of the “Mipui Aw” portal for public grievances was hailed as a pivotal step towards enhancing transparency and citizen engagement.

A staunch stance against corruption permeated the discourse, with the CM announcing a policy of zero tolerance towards collusion between government personnel and external contractors. The prospective introduction of “Integrity Pacts” for firms engaged with the government aims to institutionalize transparency and accountability.

Underlining the significance of the “Hand Holding Policy” to bolster local entrepreneurship, the CM urged departments to facilitate rather than impede business activities. Additionally, plans for implementing a centralized pool of suppliers and contractors across departments seek to streamline bureaucratic processes.

Financial prudence emerged as a central tenet, with the CM advocating strict adherence to General Financial Rules and Central Treasury Rules. Encouraging innovation in governance, he unveiled plans for the Chief Minister’s Innovation Award to incentivize creative problem-solving within departments.

Concluding his address, the CM urged active participation from all officials, fostering open discussions and the exchange of concerns to ensure effective governance. He stressed the importance of collaboration with the Finance Department in the ongoing 16th Finance Commission exercise.

The CM’s comprehensive address delineated a visionary roadmap for governance enhancement in Mizoram, championing efficiency, integrity, and citizen-centric service delivery. The meeting signifies a pivotal stride towards realizing the government’s aspirations for inclusive governance and transparent administration.
