Assam: Restrictions Imposed in South Salmara Mankachar District to Mitigate Flood Risks
Guwahati, 19th June: In response to flood-related concerns during the monsoon season, District Magistrate Rahul Kumar Gupta has enacted stringent measures under Section 144 Cr.P.C. 1973 in South Salmara Mankachar district.
The order, effective from June 18th, 2024, restricts movement and assembly along the Brahmaputra River bank and the border road from Hatsingimari Tiniali to Sishumara BOP between 10:00 PM and 6:00 AM. Specifically, it prohibits gatherings of more than four individuals in these areas during the designated hours.
“In exercise of the power conferred upon me under section 144 Cr.P.C. do hereby prohibit movement of people near the bank of Brahmaputra river and assembly of more than 4 (four) person from Hatsingimari Tiniali (Botertol Tiniali) under the jurisdiction of South Salmara Mankachar district to Sishumara BOP through the border road between 10:00 PM to 6:00 AM,” reads the notification.
Exemptions to these restrictions are granted to Executive Magistrates, law enforcement personnel including police, army, and para-military forces, as well as individuals engaged in emergency services. Notably, gatherings for purposes such as marketing, sports activities, educational endeavors, or at bus stations are also exempted from these regulations.
The district administration emphasizes that these measures are crucial for safeguarding public safety and mitigating risks associated with flooding in the region. Any violations of the order are subject to penalties under Section 188 IPC.
This proactive step by the district administration underscores its commitment to managing flood-related challenges effectively and ensuring the well-being of residents during the monsoon season. The order will remain in effect until further notice, pending updates based on the prevailing flood situation.
