Nongstoin to Get New District Prison Soon, Prison Reforms in Meghalaya Underway

Northeast Desk, 2nd September: A new district prison is nearing completion in Nongstoin, aimed at easing congestion in existing facilities, according to Deputy Chief Minister in-charge of Prisons & Correctional Homes, Sniawbhalang Dhar. Speaking during a recent Assembly session, Dhar outlined several key developments and reforms within the state’s prison system.

In addition to the Nongstoin prison, the extension of the district prison and correctional home in Shillong has been finalized, with 180 prisoners already relocated to the new facility. Furthermore, a plot of land has been designated in New Shillong Township for the construction of a Central Prison equipped with modern infrastructure.

To support undertrial prisoners who cannot afford legal representation, free legal aid is being provided, facilitating their release on bail. The Central government has also introduced a scheme to assist poor prisoners by covering their surety bail and fine amounts.

Dhar highlighted ongoing reforms within the department, including the renaming of the department and specific posts to better reflect job responsibilities. New positions, such as Counsellor and Deputy Inspector General of Prisons & Correctional Services, have been created to enhance the effectiveness of prison administration.

The Meghalaya Prisons & Correctional Services Act, 2024, is currently being processed for legislation, with the corresponding Rules of 2024 under approval. The state is also implementing the E-Prisons Project across all district prisons and correctional homes, modernizing record-keeping and prisoner management.

Additional improvements include the construction of new prison buildings, provision of water and electricity connections, and installation of CCTV cameras in all district prisons. High-speed internet connectivity is being introduced to further enhance security and operations.

On the rehabilitation front, skill development programs are being offered to inmates, including training in fast food preparation, tailoring, and candle making. Craft and carpentry instructors have been appointed, and recreational facilities such as indoor games, sports equipment, and television sets with DTH connections are now available to prisoners.

These measures reflect the state’s commitment to improving conditions within its correctional facilities while promoting the rehabilitation and reintegration of inmates.
