Arunachal: CBI Files Chargesheet Against Former West Kameng DC and Two Others in Corruption Case

Northeast Desk, 2nd September: The Central Bureau of Investigation (CBI) has filed a chargesheet against three individuals, including a former Deputy Commissioner (DC) of West Kameng, Bomdila, Arunachal Pradesh, in a case involving corruption and the misappropriation of public funds. The accused are Padma Jaishwal, IAS (AGMUT: 2003), the then DC of West Kameng; Nor Bahadur Sonar, the then Finance & Accounts Officer (F&AO); and Rinchin Phuntsok, the then Cashier, all associated with the Office of the Deputy Commissioner, West Kameng.

According to the CBI’s investigation, Jaishwal is alleged to have abused her official position by withdrawing government funds for personal use. The funds were reportedly remitted to private individuals’ accounts through demand drafts payable at SBI, Chandigarh. The investigation revealed that Jaishwal conspired with Sonar and Phuntsok to withdraw cash from government accounts under the guise of returning the funds, which were then misappropriated.

The chargesheet details how the accused facilitated the issuance of 10 demand drafts totaling ₹28 lakhs by dissolving three Deposit at Call Receipts (DCRs) that had been created using government funds. These funds were allegedly used to purchase immovable properties in the names of Jaishwal’s relatives.

The case was registered by the CBI on March 4, 2021, following notifications from the Government of Arunachal Pradesh and the Government of India. The chargesheet serves as a critical step in the legal proceedings, though the public is reminded that the accused are presumed innocent until proven guilty in a fair trial.
