Assam Government Accepts Resignation of ACS Officer Barbie Hazarika Following Prolonged Proceedings

Assam: The Government of Assam has formally accepted the resignation of Barbie Hazarika, Assam Civil Services (ACS), from her position as Assistant Commissioner, Karimganj, effective June 14, 2024. Hazarika had initially submitted her resignation on June 6, 2024, citing personal reasons.

Her resignation process, however, was delayed due to pending departmental proceedings. These proceedings culminated in a penalty of withholding four increments with cumulative effect, as per a government notification issued on May 3, 2024. Following the resolution of these issues, Hazarika was reinstated to service and posted as Assistant Commissioner, Karimganj, through another notification on June 5, 2024.

Upon assuming her post on June 14, 2024, Hazarika promptly re-submitted her resignation via the District Commissioner of Karimganj the following day. The Personnel Department then undertook a comprehensive review process, ensuring all necessary clearances, including Vigilance Clearance from the Political Vigilance Cell and No-Liability Certificates from various government departments, were in place.

Hazarika also filed a writ petition (W.P. (C) No. 3764/2024) in the Gauhati High Court, seeking an order directing the authorities to accept her resignation.

This marked the culmination of a series of administrative challenges faced by Hazarika. Earlier in June 2024, she had been reinstated after a suspension that stemmed from allegations of misconduct during her tenure as Assistant Commissioner of Kamrup (M) and Officer on Special Duty (OSD) in the Secondary Education Department. The suspension, initiated under Rule 9 of the Assam Services (Discipline & Appeal) Rules, 1964, followed reports of alleged rude behavior toward foreign delegates during her involvement in events organized by the Act East Policy Affairs Department.

The departmental proceedings against Hazarika were based on complaints received from the then Secretary to the Government of Assam, Act East Policy Affairs Department, regarding her conduct at high-profile conclaves, including Act East through North East and NADI 3.0 2022.

Despite these challenges, Hazarika’s resignation has now been finalized, concluding a complex administrative and legal process.
