Meghalaya HC Quashes Case Against Former DGP LR Bishnoi Over Vehicle Misuse Allegations
Shillong — The High Court of Meghalaya has quashed a case against former Director General of Police (DGP) LR Bishnoi, dismissing allegations of vehicle misuse and improper registration during his tenure. The ruling, delivered by Justice B Bhattacharjee, stated that the charges did not meet the legal criteria under Section 192 of the Motor Vehicles Act.
The case stemmed from a May 2024 FIR filed by suspended police officer GK Iangrai, who accused Bishnoi of tampering with vehicle registration numbers and misusing an official vehicle. While the FIR initially included criminal conspiracy, breach of trust, and forgery, the final charge sheet only cited Motor Vehicles Act violations.
At the center of the controversy was a Kia Carnival Limousine used by Bishnoi. The Transport Department had approved its use at ₹1,310 per day, but conflicting directives over its registration status led to legal scrutiny. The court noted a procedural lapse, as police failed to obtain a magistrate’s permission before filing the charge sheet, rendering the proceedings invalid.
Advocate A. Goyal, representing Bishnoi, argued that the case was driven by “personal vengeance,” as the complainant had been suspended during Bishnoi’s tenure. The court’s ruling effectively brings the case to a close, dismissing both the FIR and charge sheet.
