Arunachal Cabinet Approves Administrative Reforms Commission, Multiple Policy Changes to Enhance Governance and Services

Itanagar: In a significant move to strengthen governance, the Arunachal Pradesh government, in a Cabinet meeting led by Chief Minister Pema Khandu on October 28, approved the establishment of an Administrative Reforms Commission (ARC).

The new commission aims to streamline administrative functions, making them more effective and citizen-focused. According to a statement from the Chief Minister’s Office, the ARC will recommend strategies to foster an accountable and efficient governance model tailored to the state’s unique needs.

Alongside the ARC formation, the Cabinet endorsed a transfer and posting policy for nursing staff across various cadres within the Department of Health & Family Welfare. This initiative is designed to promote equitable distribution of healthcare services statewide.

In another key decision, the Cabinet approved renaming the Special Investigation Cell (Vigilance) to the Anti-Corruption Bureau, underscoring a commitment to bolstering anti-corruption efforts. Additionally, it approved the renaming of Naharlagun Railway Station to Itanagar Railway Station, a change that is expected to make travel planning simpler for visitors to the state capital.

Several amendments aimed at supporting victims of crime were also approved. The Cabinet adopted the Arunachal Pradesh Victim Compensation Scheme 2024, which updates the original 2011 scheme by introducing increased compensation rates for victims of specific crimes.

Other significant decisions included:

  • Amendment to the State Human Rights Commission Service Rules: The Cabinet approved updates to the 2022 rules, strengthening the state’s human rights framework.
  • Special Grade for Police Personnel: To facilitate career growth among police constables, head constables, and assistant sub-inspectors, the Cabinet sanctioned a special grade provision to ensure timely honorary promotions.
  • Recruitment Relaxation for Auxiliary Nurses and Midwives (ANM): The Cabinet agreed to a one-time recruitment rule relaxation, enabling the absorption of contractual ANM staff based on seniority.
  • New Recruitment Rules for Health and Horticulture Departments: Approved rules will affect positions such as assistant professor, nursing superintendent, assistant director of nursing, and assistant engineer in the State Transport Services. Amendments in the Department of Environment, Forest & Climate Change and the Directorate of Audit & Pensions in the Department of Finance, Planning, and Investment were also sanctioned.

With these decisions, the state government reinforces its vision of improving service delivery, transparency, and governance, reflecting a proactive approach to addressing administrative, healthcare, and anti-corruption needs across Arunachal Pradesh.
