Arunachal Pradesh Child Rights Commission Calls for Strict Action Against Government Employees Involved in Sex Racket
Itanagar: The Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR) has called for severe disciplinary action, including termination of services, against three state government employees implicated in a sex racket involving minors. Among the accused is a policeman.
The case, which came to light in August 2024, revolves around the sexual exploitation of minors, with victims reporting repeated instances of abuse. An FIR was lodged after a formal case was registered, leading to the arrest of nine individuals, including the three prime accused. The racket allegedly operated from 2019 to 2024.
The APSCPCR, which took suo moto cognizance of the case, described the prolonged abuse as deeply concerning. It identified Chaya Dulom, a health department attendant, and her husband David Dulom, a water resources department surveyor, as the main perpetrators who reportedly lured young girls into the racket.
Victims reported being sexually exploited multiple times daily, with the racket operating under the guise of a restaurant-cum-bar in Itanagar. The Commission expressed alarm over the involvement of government employees and demanded stringent disciplinary measures, including an investigation into the alleged coercion of victims by police constable Hainu Naiham.
The Commission also recommended reconstituting the Special Investigation Team (SIT) to ensure a comprehensive investigation, urging timely compensation for victims under the state’s Victim Compensation Scheme. APSCPCR Chairperson Ratan Anya confirmed that nine of the victims were adults, and their cases were forwarded to the Arunachal Pradesh State Commission for Women for further action.
