Arunachal Pradesh to Boost Security, Education, and Governance with Sweeping Reforms
Itanagar – In a significant stride towards bolstering internal security, enhancing educational infrastructure, and streamlining administrative processes, the Arunachal Pradesh State Cabinet, under the leadership of Chief Minister Pema Khandu, has greenlit a series of transformative initiatives.
A cornerstone of these decisions is the establishment of a new Indian Reserve Battalion (IRBn), marking the state’s 6th such force. This strategic move is poised to not only fortify internal security apparatus but also progressively reduce reliance on central security forces. Furthermore, it is expected to generate crucial employment opportunities for the local youth, aligning with the state’s vision for self-reliance and empowerment. Arunachal Pradesh currently operates with two State Armed Police Battalions and five existing IR battalions.
In a boost to technical education, the Cabinet has sanctioned 34 fresh teaching and non-teaching positions for the Government Engineering College in Toru, Papum Pare district. This infusion of human resources is anticipated to significantly elevate the college’s capacity and the overall quality of technical education offered in the region, nurturing a new generation of skilled professionals.
Recognising the imperative to safeguard vulnerable children, the Cabinet also adopted model guidelines under the Protection of Children from Sexual Offences (POCSO) Act, incorporating state-specific adaptations. A key provision includes the assignment of one dedicated support person for every ten cases, alongside clearly defined qualifications, roles, and responsibilities for these crucial personnel, ensuring a more empathetic and effective support system for child victims.
To bring greater order and transparency to government housing, new guidelines for the allotment of General Pool Government Quarters have received Cabinet approval. These reforms are meticulously designed to curb misuse, prevent encroachment, and streamline the allocation process across the state capital and various districts, fostering a more equitable and accountable system.
The Directorate of Prosecution is set for an expansion, with the creation of 31 new posts, encompassing Deputy and Assistant Directors, alongside essential clerical staff. The Cabinet further approved the re-designation of current Additional Public Prosecutors as Deputy Directors and revised the pay matrix to bring it in alignment with other government services, strengthening the legal framework within the state.
Amendments to recruitment rules for key forensic positions at PTC Banderdewa have been given the nod, as part of a broader cadre restructuring within the Directorate of Forensic Science. This includes comprehensive changes to nomenclature, qualifications, and pay structures for scientists and lab assistants, ensuring the state’s forensic capabilities are on par with contemporary standards.
Finally, the civil aviation sector in Arunachal Pradesh is set to receive a fillip with the creation of 10 new posts under the Directorate of Civil Aviation. In a move aimed at enhancing administrative efficiency, Veterinary Officers previously attached to the Rural Development department will now be transferred to the Department of Animal Husbandry, Veterinary, and Dairy Development, ensuring a more cohesive and impactful approach to animal welfare and development.
