Guwahati, 26th September: In preparation for the upcoming Durga Puja festivities, the Barpeta district administration has announced a set of stringent directives aimed at ensuring a smooth, safe, and harmonious celebration. The guidelines, unveiled during a key meeting on Tuesday led by District Commissioner Rohan Kumar Jha, bring together senior officials, including Superintendent of Police Sushanta Biswa Sarma, to address the vital aspects of organizing this significant cultural event.
One of the primary directives mandates that all Puja committees secure official permissions from their respective circle officers by October 7, 2024. This deadline is non-negotiable, ensuring that all arrangements are compliant with local regulations. Additionally, the administration has established strict rules regarding loudspeaker usage, limiting audio amplification to a cutoff time of 10 p.m. to minimize disturbances and align with state noise pollution guidelines.
To address the expected influx of attendees, the administration has implemented specific crowd management protocols. Each pandal must appoint one volunteer for every 50 devotees to oversee crowd control, a critical measure given recent public safety concerns in large gatherings. These volunteers are required to undergo police verification to ensure accountability and enhance security measures at the events.
Hygiene remains a top priority, with Puja committees instructed to install dustbins at strategic locations and maintain cleanliness by cleaning the grounds twice daily. This initiative reflects the administration’s commitment to environmental responsibility and public health during the festival.
In a bid to bolster security, the installation of CCTV cameras at all Durga Puja pandals has been made mandatory. This measure aims to deter criminal activities and aid law enforcement in monitoring events. Furthermore, the administration has underscored the need for heightened vigilance over the idols, requiring them to be closely supervised post-ceremony to prevent any acts of vandalism.
Illegal activities such as gambling have been strictly prohibited in and around the pandals, as the administration adopts a zero-tolerance policy toward any behavior that could disrupt the peaceful atmosphere of the celebrations.
To further support local organizing committees, the state government has announced a Rs 10,000 grant for each committee. To qualify, committees must submit their bank account details by October 26, facilitating timely financial assistance to help manage festival expenses.
The district officials have highlighted the necessity for continuous communication between Puja committees and local authorities, particularly police officers. This coordination is crucial for addressing any security issues swiftly and ensuring that the festival remains a joyful and unifying event for the community.
