Assam Cabinet Approves Important Guidelines for District Officials, Fund for Tinsukia Medical College

Guwahati: Assam State government has approved numerous important policies for preserving the power of district officials and promoting governance at the grassroots level during a weekly meeting of the Assam Cabinet.

The Cabinet also authorised a performance evaluation standard for District Commissioners (DCs) and a 3% pay rise for contract workers at 5 micro ITIs in the department of skill, employment and entrepreneurship.

The goal of the new policy for district officials is to keep district teams active throughout the year, bringing governance and administration closer to the people. A procedure for releasing officers who intend to take extended breaks or transfers under normal orders is also outlined in the policy, all without affecting the district team structure. Each district will have a set number of ADCs, SDOS, and Assistant Commissioners based on its size, needs and complexity.

Specific monitorable parameters will be used to record the performance of DCs in the Annual Performance Appraisal Report in accordance with the criteria for DCs’ appraisal.

In the appraisal report, the quantifiable factors will be given a 40% weighting, whilst the subjective opinions of the reporting, reviewing and accepting authorities will each be given a 30% weighting.

The Cabinet also approved a 3% increase over the present fixed wage received by all contract workers at the five small ITIs that fall under the department of skill, employment and entrepreneurship. 170 contractual employees will profit from the change.

Tinsukia Medical College & Hospital received approval from the Cabinet for a fund totaling Rs. 614.93 crores to expedite construction. The population of Tinsukia and the nearby areas will have benefit from improved healthcare facilities as a result of the migration.
