Assam: Darrang District Magistrate Issues Wide-Ranging Prohibitory Order Amid Concerns Over Public Order
Guwahati, August 26, 2024: The District Magistrate of Darrang, Assam, Munindra Nath Ngatey, has issued a prohibitory order imposing extensive restrictions across the district in response to the potential threat to public peace and tranquillity. The order, dated August 25, lays out 14 specific prohibitions designed to maintain public order and prevent disruptions.
Among the key restrictions:
- Processions and Demonstrations: All processions, demonstrations, and blockades on National Highway 15 are strictly banned.
- Gatherings Near the District Commissioner’s Office: Unauthorized gatherings within 100 meters of the District Commissioner’s office are prohibited.
- Public Assemblies: The assembly of five or more people in public places without prior permission is outlawed.
- Protests and Rallies: Protests, rallies, and public meetings that could potentially incite communal tension are banned.
In addition to these public order measures, the order also targets environmental concerns. It prohibits the carrying of certain plastic materials, including bags and packaging less than 50 microns in thickness, as well as the use of PVC and chlorinated plastic items such as banners and flags.
Moreover, the manufacture and sale of tobacco products like “Gutkha, Pan Masala, or any chewing materials” containing tobacco or nicotine have been banned within the district, reflecting a broader public health initiative.
District Magistrate Ngatey defended the sweeping measures, citing the need to “ensure the smooth functioning of normal life and maintain a healthy and pollution-free environment.” The order, issued under Section 144 of the CrPC, takes immediate effect and will remain in force until further notice. Violators of the order will be subject to prosecution under relevant laws.
The wide scope of these restrictions has sparked discussions among residents regarding their implications for daily life and civil liberties. However, local authorities assert that the measures are essential to prevent any disruption to the district’s peace and order.
