Assam: Namrup’s Fertilizer Dream Gets A Boost: JV Company Incorporated

Guwahati: In a significant stride towards bolstering industrial growth and self-reliance in the Northeast, the Government of India has officially incorporated the Assam Valley Fertilizer and Chemical Company Limited (AVFCCL). This newly formed joint venture entity, with its incorporation certificate issued on July 25, 2025, by the Ministry of Corporate Affairs, is set to be the driving force behind the much-anticipated Ammonia Urea Complex at Namrup.

The company, registered under the Companies Act, 2013, with Corporate Identity Number U20121AS2025PLC028598, is structured as a joint venture with the Government of Assam as a key partner, alongside other strategic collaborators. This move is expected to inject fresh impetus into a project that has seen multiple delays over the years, despite its critical importance for the region.

Assam Chief Minister Himanta Biswa Sarma hailed the incorporation as a “new beginning” for the state’s industrial landscape. Taking to social media, the Chief Minister expressed his optimism, stating, “Pleased to share that the Assam Valley Fertilizer And Chemical Company Limited (AVFCCL) has been incorporated as a JV company of Govt of Assam and other partners. This company will power up and realise the dream of the Ammonia Urea Complex in Namrup, which was announced by the Govt of India.”

The Namrup Ammonia-Urea Complex is envisioned as a cornerstone industrial infrastructure project for upper Assam and the wider Northeast, promising to generate significant employment and attract investment. The newly incorporated AVFCCL will be tasked with overseeing the entire lifecycle of the proposed plant, from its execution to its operationalisation. “This entity will play a key role in taking forward Assam’s ambitions of being one of the top 5 States of the country,” the Chief Minister further added, highlighting the project’s strategic alignment with the state’s broader economic aspirations.

With the formal incorporation now complete, all stakeholders are hopeful that the groundwork for the Namrup project will accelerate, bringing with it a wave of economic opportunities and development for the local populace. AVFCCL will be headquartered in Guwahati, with its registered office strategically located at AIDC Ltd, Zoo Road. This development aligns seamlessly with Assam’s ongoing efforts to diversify its economy, attract industrial investments, and lessen its traditional reliance on the oil and gas sectors.
