Assam: Pramod Boro Unveils ‘Vision Document’ for Bodoland’s Development and Peace

Assam: Pramod Boro, the Chief of the Bodoland Territorial Council (BTC) and president of the United People’s Party Liberal (UPPL), recently shared details about their ‘Vision Document,’ a comprehensive development plan for the Bodoland region.

The document, which is set to be presented as a “New Year gift” to the people of the Bodoland Territorial Region (BTR), outlines a roadmap focused on peace, integrity, and the protection of the region’s diverse ethnic communities.

Speaking to ANI, Boro emphasized that the Vision Document was shaped by direct consultations with the people of Bodoland, including interviews with various community groups such as women, farmers, teachers, and youths. The process also involved discussions with community leaders and organizations. According to Boro, the Vision Document addresses the issues and aspirations of 26 different ethnic and tribal communities in the region, with the aim of fostering sustainable peace and addressing socio-economic concerns.

The Vision Document highlights key issues, including the preservation of language, culture, and identity, as well as the protection of land rights, education, and economic development. Some communities have also raised concerns about their lack of constitutional recognition. The document outlines both short-term and long-term goals for the region’s development, including improvements in infrastructure, education, and healthcare, as well as conservation efforts for forests, water bodies, and biodiversity.

Boro noted that while some issues could be resolved at the BTC level, others would need to be forwarded to the state and central governments for action. He expressed confidence that the Vision Document would provide a clear path forward for the region’s growth and development, addressing the needs of its people.

Reflecting on his long career as a social activist, Boro acknowledged the challenges faced by underprivileged communities in Assam and Northeast India, particularly in the face of unmet demands and grievances. He pointed out that the lack of democratic representation often led to agitation and, in some cases, armed movements. However, Boro also highlighted the successful Bodo Peace Accord of 2020, which he described as a significant step towards resolving conflicts in the region and restoring peace.

Under Boro’s leadership, the BTC government has focused on achieving tangible results in areas such as forest regeneration, rural development, and the rehabilitation of former militants. In the last four years, the region has seen significant progress, including the creation of national parks, improved governance, and the rehabilitation of over 4,000 former militants.

Boro also mentioned that the BTC government had taken decisive steps to address the council’s financial challenges, including auditing past mismanagement and taking action against those responsible for misusing funds. Despite facing a Rs 3,000 crore liability, the BTC has managed to streamline its financial systems and focus on critical areas like agriculture, which supports the majority of the region’s population.

Looking ahead, Boro remains hopeful that the Vision Document will serve as a blueprint for the continued progress of Bodoland, bringing peace and prosperity to its people while preserving their unique cultural identity.
