Assam: Ranoj Pegu Clarifies Policy on Temporary Faculty in Engineering Colleges

Guwahati: Assam Education Minister Ranoj Pegu has clarified the state’s stance on the regularisation of temporary faculty in engineering colleges, following the Assam Cabinet’s recent decision regarding faculty engagement.

The Cabinet, in its meeting on September 24, approved the appointment of temporary faculty in Assam’s Polytechnics and Engineering Colleges to replace part-time or guest faculty with more consistent temporary positions under Rule 3(f) of the APSC (Limitation of Functions) Regulation, 1951.

This initiative aims to streamline the hiring process for educational institutions, ensuring better consistency and quality of teaching staff.

However, Minister Pegu emphasized that while these temporary faculty positions are crucial, their regularisation will not occur automatically.

Referring to an Office Memorandum from the Personnel Department dated March 16, 2015, the Minister stated that temporary faculty appointments under Rule 3(f) are only for a limited period and cannot be regularised without undergoing the standard recruitment process.

This process must be conducted by the Assam Public Service Commission (APSC) or another competent authority, ensuring transparency and fairness in faculty appointments.

The clarification assures that any permanent appointment of faculty in Assam’s educational institutions will follow the established protocols, maintaining the integrity of the recruitment process.
