Assam: SEBA Withdraws Affiliation of 105 Schools

Guwahati: The Board of Secondary Education (SEBA) planned to revoke affiliation with up to 105 private/venture schools with effect from March 31, 2023. As a result, these institutions will not be permitted to register any class IX students starting on April 1, 2023.

The decision was made after SEBA issued show-cause notices to these 105 private/venture schools in June and July of last year over their poor results in the High School Leaving Certificate (HSLC) and Assam High Madrassa exams, 2022.

According to SEBA, 294 private/venture schools had extremely poor results in the 2022 Assam High Madrassa and High School Leaving Certificate (HSLC) exams.

Among these 294 schools, 41 were judged to have consistently poor performance (pass% 0-10) during the previous 5 years.

According to a notification, show-cause letters were sent to each of these 294 private/venture schools on June 28 and July 11 of last year, asking them to explain why their affiliation with SEBA should not be revoked.

“Though show cause notices were served in the month of June and July last year, as many as 107 private/venture schools did not respond to the same,” SEBA stated in the notification.

Notably, 187 schools that responded to the show cause notices had their responses reviewed. All of these institutions have agreed to raise their HSLC exam scores in 2023. The board consequently decided to give these schools one more shot.

A second chance has also been granted to Mornai Sah Bagisha High School in Kokrajhar and Sri Sri Ramananda Dev Girl’s High School in Nagaon based on the physical verification reports provided by DPOs of the relevant districts.

The board has presumed that the 105 schools that did not respond to the show cause warnings do not have any interest in raising their test scores.

The board further noted that it is a reality that the poor performance of these kinds of schools is affecting the state’s and the district in question’s total pass percentage and as a result, they have withdrew their affiliation with immediate effect.

The district-wise break-up of the 105 de-affiliated schools is: 1 each in Charaideo, Hailakandi, Karimganj, Nalbari and Chirang; 2 each in Goalpara, Hojai, Majuli and Udalguri; 3 each in Baksa, Cachar, Biswanath, West Karbi Anglong, Karbi Anglong and Nagaon; 4 each in Dhubri, Barpeta, Dima Hasao, Sivasagar, Kamrup, Morigaon; 5 each in Bongaigaon, Jorhat and Sonitpur; 6 each in Golaghat and Kamrup (M); 7 in Dibrugarh; 8 in Kokrajhar and 9 in Tinsukia.
