Central Government Set to Unveil Manipur Budget as Parliament Resumes Session
Imphal: The second phase of the budget session commenced today, with a significant focus on Manipur, currently under President’s rule. Tripura BJP MP Biplab Deb confirmed that the central government, led by Finance Minister Nirmala Sitharaman, will present Manipur’s budget for the fiscal year 2025-26.
This move aligns with the constitutional procedures in place when a state is under President’s rule, ensuring continued financial governance.
The day’s agenda in the Lok Sabha includes the presentation of various bills and standing committee reports. Notably, Union Home Minister Amit Shah is scheduled to table the “Tribhuvan” Sahkari University Bill, 2025, aimed at establishing the Institute of Rural Management Anand as a university of national importance. Simultaneously, Finance Minister Nirmala Sitharaman will present a statement of Manipur’s estimated receipts and expenditures for the upcoming financial year.
Further legislative action includes Union Minister Sarbananda Sonowal tabling the Bills of Lading Bill, 2024, addressing the transfer of rights and liabilities in goods consignment. Congress MP Priyanka Gandhi will present standing committee reports on Home Affairs, including a report on prison conditions and reforms.
In the Rajya Sabha, Home Minister Amit Shah will also lay papers related to the President’s proclamation imposing Article 356 in Manipur, confirming the transfer of legislative powers to Parliament. The imposition of President’s rule on February 13 followed a report from the state governor, leading to the suspension of the state government’s authority and the transfer of its powers to the central government.
The resumption of Parliament follows an adjournment on Thursday, during which the JPC report on the Waqf Amendment Bill was tabled, and both houses completed debates on the Union Budget. The focus now shifts to the specific financial needs and administrative requirements of Manipur, as the central government assumes responsibility for its budget presentation.
