COCOMI Urges Immediate Intervention to Address Manipur Crisis in Memorandum to Governor
Imphal – The Coordinating Committee on Manipur Integrity (COCOMI) has submitted a detailed memorandum to the Governor of Manipur, urging urgent intervention to address the escalating political, social, and economic crisis in the state. The committee called for immediate action to restore law and order, ensure democratic governance, and tackle the ongoing security concerns.
In the memorandum, COCOMI emphasized the importance of providing clarity regarding the state’s constitutional status and requested that the Governor issue an official statement outlining the government’s actions to stabilize the situation. The committee stated that the unrest in Manipur is largely fueled by demands for a Separate Administration, while the Meetei community is not directly involved in the ongoing conflict.
Key concerns raised by COCOMI included the need for effective law enforcement, the protection of democratic governance, and unhindered access to essential services for the people of the state. The committee also emphasized the importance of curbing the activities of armed groups, particularly in light of the Suspension of Operations (SoO) agreement, which it criticized for allegedly enabling Kuki armed groups to engage in narco-terrorist activities. COCOMI urged the government to enforce stricter measures to prevent opium poppy cultivation in the hill areas of Manipur.
The memorandum also called for the immediate establishment of an elected government and a full-fledged assembly session to allow a thorough discussion of the ongoing crisis. Additionally, the committee demanded the provision of security to the affected villages, ensuring the safety of civilian defense forces to prevent further violence in the region.
Other key recommendations included the removal of blockades on national highways, the implementation of strict security measures to combat illegal extortion, and the identification and eviction of illegal settlements that pose demographic and environmental threats to the state.
COCOMI urged the government to take immediate steps to halt the unauthorized movement of armed groups and illegal construction of roads in the hill areas without proper clearances. The committee also called for strengthened border security and the swift fencing of the Indo-Myanmar border to prevent infiltration. Furthermore, COCOMI advocated for the implementation of the National Register of Citizens (NRC) to address concerns related to illegal immigration.
In a pointed statement, COCOMI called for a reassessment and dismantling of the SoO pact, alleging that foreign-origin Kuki leaders were using it to further their territorial ambitions within Manipur. The committee also recommended the creation of a dedicated Anti-Narco Terrorism Unit in the Northeast to combat the growing drug-related insurgency.
In light of the ongoing crisis, COCOMI urged the government to provide immediate relief and financial assistance to internally displaced persons (IDPs) while facilitating reconstruction efforts. The memorandum also reminded the Governor of the assurances given by Northeast BJP leadership regarding the protection of Manipur’s territorial integrity, underscoring that no compromises should be made in this regard.
COCOMI concluded by calling on the Governor to act decisively during this critical period and to facilitate the establishment of an elected government within a specified timeframe, in order to restore stability and peace to the state.
