Eastern Army Commander Highlights Key Challenges in Manipur’s Pursuit of Peace

Northeast Desk, 28th December: In a recent media interaction, Eastern Army Commander Lt General RP Kalita identified significant challenges hindering the restoration of peace in Manipur. He emphasized the proliferation of firearms among warring groups in the state and the impact of Myanmar’s instability, leading to an influx of people into Manipur, as the primary obstacles. General Kalita stressed that until the issue of widespread access to weapons among the Kuki and Meitei communities is addressed, the potential for conflict remains imminent.

“The availability of weapons with both the communities, whether stolen from Manipur police armoury or obtained from Myanmar, continues to pose a challenge,” stated Lt General RP Kalita. Acknowledging the armed forces’ duty to maintain peace, he emphasized the successful implementation of this duty in Manipur amid ethnic conflicts between the Kukis and Meiteis.

General Kalita highlighted the need to recover stolen or illegally obtained weapons and ensure the society remains free of arms. He mentioned ongoing coordinated operations by the armed forces, resulting in the recovery of weapons and ammunition over the past five months. The commander also noted that the conflict in Myanmar has spilled over to areas near India’s border, prompting civilians to seek refuge on the Indian side.

While some return after the violence subsides, others choose to stay, leading to the compilation of biometric details by state police, supported by the Assam Rifles. General Kalita expressed concerns about the continuous influx causing anxiety related to contraband and weapons smuggling, exacerbated by the challenging terrains along the India-Myanmar border.

Efforts are underway by the Central and state governments to engage both communities, with ongoing dialogues at political and civil society levels. Lt General RP Kalita emphasized that dialogue is the way forward for seeking a permanent solution to the complex challenges facing Manipur.
