Hmar Students Association Demands Justice for Custodial Deaths in Assam

Guwahati, 18th July: The Hmar Students Association, Joint Headquarters Delhi, has condemned the alleged custodial deaths of three individuals in Cachar district of Assam. The deceased—Lallungawi Hmar, Lalbiekkung Hmar, and Joshua—were village volunteers reportedly defending Kuki-Zomi-Hmar villages against alleged Meitei militants. They were detained by Assam police on July 16, 2024, and were later found dead.

In a press note, the students association expressed their deepest outrage and sorrow over this egregious violation of human rights and demanded immediate action. The association has called for an urgent and impartial investigation into the circumstances leading to the deaths of Lallungawi Hmar, Lalbiekkung Hmar, and Joshua, highlighting contradictory statements issued by the Assam police.

According to the Cachar police, a team intercepted the three individuals near Ganganagar part-VI while they were traveling in an autorickshaw. The police claimed to have recovered an AK-47 rifle, a single-barrel rifle, a pistol, and live ammunition from the detainees. During interrogation, the detainees allegedly revealed the presence of more militants in the Bhuban Hills area, prompting a special police operation.

The police reported that during the operation, their team encountered heavy gunfire from suspected militants. The apprehended individuals, wearing bulletproof vests and helmets, sustained serious injuries and were taken to Sonai PHC for treatment, where they were later declared dead at SMCH, Silchar.

In response, the Hmar Students Association has demanded justice for the victims, urging the National Human Rights Commission and relevant authorities to ensure accountability through a fair trial and appropriate legal proceedings. They stressed the importance of justice and adequate compensation for the victims’ families and called upon Central and State authorities to uphold the principles of justice, accountability, and human dignity. The association continues to press for a thorough investigation and transparency regarding the incident.
