KSU Demands Overhaul of Meghalaya Public Service Commission with 20 Reform Proposals

Northeast Desk, 23rd August: The Khasi Students Union (KSU) has submitted a memorandum to Chief Minister Conrad K. Sangma outlining 20 proposed reforms to overhaul the Meghalaya Public Service Commission (MPSC). The Union, in its memorandum delivered on August 22, emphasized the urgency of implementing these changes and urged the Chief Minister to address the suggestions in the upcoming assembly session.

The KSU’s reform agenda includes:

  • Appointments: The Union advocates for the appointment of qualified, non-political individuals to the positions of Chairman and Members of the MPSC.
  • Transparency and Accountability: Proposals include mandatory annual asset declarations for MPSC public servants, the establishment of a Vigilance and Anti-Corruption Directorate, and a requirement for applicants to be domiciles of Meghalaya and fluent in Khasi or Garo.
  • Recruitment Procedures: The KSU calls for the public disclosure of candidates’ marks, prohibition of roll number alterations during recruitment, and provision of carbon copies of OMR sheets. They also demand that recruitment processes be completed within six months of job advertisements and that personal interviews for Grade B, C, and D posts be abolished, with Grade A interviews conducted under camera.

The KSU criticized the MPSC for being mired in allegations of bias, corruption, and nepotism over the years, arguing that these issues have persisted due to outdated regulations. They are calling for immediate legislative action to update the Commission’s regulations, standardize recruitment and examination procedures, and restore integrity and transparency to the recruitment process.
