Manipur Budget 2025-26 Tabled in Lok Sabha, Focus on Social Sector and Security
Imphal: Finance Minister Nirmala Sitharaman presented the Manipur Budget 2025-26 in the Lok Sabha, outlining a total expenditure of ₹35,103.90 crore, marking an increase from ₹32,656.81 crore in the current financial year. The state remains under President’s Rule, with its legislative powers being exercised by Parliament under Article 356 of the Constitution.
Key Highlights of Manipur Budget 2025-26:
• Total receipts: ₹35,368.19 crore, up from ₹32,471.90 crore in 2024-25.
• Capital outlay: ₹7,773 crore, a 19% increase over the current financial year.
• Fiscal deficit: Estimated at 3.42% of Gross State Domestic Product (GSDP).
• Outstanding debt: Projected at 37% of GSDP.
Social and Security Sector Allocations:
• Relief & Rehabilitation for Internally Displaced Persons (IDPs):
• ₹15 crore for temporary shelters.
• ₹35 crore for housing assistance.
• ₹100 crore for relief operations.
• ₹7 crore for compensation.
• Security Sector:
• ₹2,866 crore allocated for police personnel incentives in sensitive areas.
• Social Sector Investment:
• ₹9,520 crore earmarked for various social welfare schemes.
• Special Assistance to States for Capital Investment (SASCI):
• Over ₹2,000 crore allocated under SASCI.
Supplementary Demands and Revised Estimates for 2024-25:
• The original budget estimate (BE) for 2024-25 projected ₹34,899 crore in total expenditure.
• Revised estimates (RE) for 2024-25 lowered this to ₹32,657 crore.
• Revenue and capital receipts:
• BE 2024-25: ₹27,716 crore (revenue) and ₹7,099 crore (capital).
• RE 2024-25: ₹24,374 crore (revenue) and ₹8,098 crore (capital).
• Fiscal deficit for RE 2024-25: 4% of GSDP.
Sitharaman also presented supplementary demands for grants for 2024-25, highlighting adjustments in financial planning for the conflict-affected state. The budget reflects the central government’s focus on security, infrastructure, and social welfare while navigating Manipur’s ongoing crisis under President’s Rule.
