Manipur: Churachandpur IDPs Urge Manipur Governor and Chief Secretary for Immediate Relief and Rehabilitation

A delegation representing individuals displaced from their homes in Churachandpur district has formally presented a memorandum to Manipur Governor Ajay Kumar Bhalla and Chief Secretary Prasant Kumar Singh, imploring their immediate intervention to address the pressing welfare and rehabilitation needs of the affected families. The submission underscores the escalating humanitarian concerns as the period of displacement nears two years.

The Churachandpur Meitei United Committee (CMUC), a unified body encompassing five civil society organisations, articulated four critical demands following a significant meeting convened on April 13, 2025, at Mangolnganbi College in Ningthoukhong. These demands encapsulate the urgent requirements for sustenance and a path towards recovery for those uprooted by the conflict.

Speaking to members of the press following their engagement with the Chief Secretary, Naba Ningthoujam, representing the Churachandpur Meitei Ethnic Clash Victim Committee, painted a stark picture of the worsening living conditions endured by the internally displaced persons. As the conflict approaches its second anniversary, the need for decisive action has become increasingly critical.

A central plea within the memorandum calls for the allocation of suitable Government Employment opportunities to each displaced Meitei family originating from Churachandpur. This, according to Ningthoujam, should be facilitated through a dedicated livelihood program that aligns with the skills possessed by the IDPs. He stressed the importance of synchronized efforts between the central and state administrations to guarantee the prompt execution of measures aimed at restoring socio-economic stability to the displaced population.

Furthermore, the memorandum urgently requests the construction of temporary shelters in Phougakchao Ikhai, situated within the Bishnupur District. Ningthoujam elaborated that approximately 2,000 displaced families require roughly 0.04 acres of land each to establish temporary yet dignified accommodation until their safe return to Churachandpur becomes a viable option.

In the event that state-owned land is not available in Phougakchao Ikhai, the delegation strongly urged authorities to procure approximately 80 acres of privately held land for allocation to the displaced families. “These measures are critical for the survival, dignity, and future rehabilitation of the IDPs,” Ningthoujam asserted, while acknowledging the Chief Secretary’s attentive reception during their crucial meeting. The CMUC has indicated its intention to submit the same memorandum to the Deputy Commissioner of Bishnupur district and the Member of the Legislative Assembly for the Kumbi Assembly Constituency.
