Manipur Congress Leader Slams State Government Over Assembly Winter Session Delay
Imphal: Manipur Congress leader and former Chief Minister Okram Ibobi Singh on December 21 accused the state government of violating constitutional provisions by failing to convene the Winter Session of the state assembly.
Addressing reporters, Singh emphasized that the Constitution mandates at least three assembly sessions annually—Budget, Autumn, and Winter—but the Manipur government has yet to summon the Winter Session as the calendar year draws to a close.
“The state government is violating the provisions and articles of the Constitution,” Singh said, highlighting that memorandums were submitted to the Governor, Speaker, and Chief Minister to address the issue. He stressed that the Congress legislature party could not overlook this neglect, as it undermines the normal functioning of democratic institutions. “As an opposition party, we will not remain mute spectators if the government does not discharge its duties timely and responsibly,” Singh added.
Referencing conventions set by the Lok Sabha, which traditionally holds three sessions annually to ensure effective legislative functioning, the Congress underscored the importance of adhering to established timelines. The party criticized the failure to convene the Winter Session as a disregard for constitutional obligations and legislative norms.
The Manipur Pradesh Congress Committee (MPCC) has urged the Governor to prioritize democratic governance by summoning the Winter Session before the year’s end. The Congress asserted that this step is essential for upholding the Constitution and protecting the rights and interests of the people of Manipur.
