Meghalaya: Hynniewtrep Youth Council Issues Ultimatum to KHADC Over Unlicensed Rubber Company

Northeast Desk, July 26, 2024: The Hynniewtrep Youth Council (HYC) has threatened to close the office of the Khasi Hills Autonomous District Council (KHADC) if it fails to take action against Resource Rubber Private Limited (RRPL), a rubber manufacturing company allegedly operating without a valid trading license.

HYC president Roy Kupar Synrem issued the ultimatum after a meeting with KHADC Executive Member for Trade, Gigur Myrthong. The council has requested a week to review documents related to RRPL, which is located in Mawsmai, Ri-Bhoi.

The dispute arises from claims that RRPL’s trading license, issued by the KHADC, expired in April and has not been renewed. Synrem argues this violates the Trading by Non-Tribals Regulation, 1954, which mandates that non-tribal businesses obtain and maintain valid licenses from the council.

The HYC’s involvement began with a raid on the company following complaints of illegal operation. Although the HYC initially shut down the facility, local police reportedly allowed it to resume operations.

Expressing frustration with both the KHADC and law enforcement, Synrem questioned how a non-tribal proprietor could continue operating without a renewed license. He criticized the council and police for actions that he believes contradict existing regulations.

Myrthong defended the council’s position, citing complications related to land ownership disputes. He assured that the Trade Department is examining the matter and awaiting legal counsel before taking further action.

The HYC has given the KHADC seven days to address the issue, warning that failure to act could result in the closure of the council office.
