In a disclosure shedding light on the state’s reliance on external expertise, the Meghalaya government has confirmed the current engagement of a substantial number of independent consultants and consultancy firms. Chief Minister Conrad K Sangma, in a recent statement, unveiled that the state presently utilizes the services of 39 individual consultants and 69 distinct consultancy firms. These entities are involved in a diverse array of projects, spanning various sectors within the state.
The precise annual financial outlays for these consultancy services remain elusive, as articulated by the Chief Minister. He explained that due to the fluctuating payment cycles and the varying scales of the projects, a consolidated annual figure is not readily available. However, Sangma clarified that the financial resources for these consultants are derived directly from the funding allocated to the specific projects under which they are contracted.
Addressing the matter of travel expenditures, the Chief Minister indicated that in the majority of instances, these costs are integrated into the overall project expenses. Nevertheless, he acknowledged that in certain scenarios, the state government assumes the responsibility for travel expenses when consultants undertake official duties that extend beyond the parameters stipulated in their contractual agreements.
Following the revelation of these figures, questions concerning accountability and transparency in the awarding and management of consultancy contracts have surfaced. In response, the Meghalaya government has signaled its intent to conduct a thorough review of existing policies. This review aims to ensure the optimal and efficient utilization of public resources, particularly concerning the engagement of external consultants.
