Mizoram Assembly Passes Bill to Establish First Government-Run University

Aizawl: In a historic move, the Mizoram Assembly passed the Mizoram State University Bill, 2025, on March 5, aiming to establish the first government-run university in the state.

The bill, which was unanimously cleared by the assembly, seeks to fulfill the requirements of the National Education Policy (NEP) 2020 by creating a teaching-intensive university within the state.

Introduced by Higher and Technical Education Minister Vanlalthlana, the bill addresses the need for a state university to support the affiliation of colleges, as the existing Mizoram University (MZU), a central university, is set to be converted into a research-intensive institution by 2035. This transition will limit the ability of the 21 state-run colleges to affiliate with MZU.

Vanlalthlana emphasized the importance of establishing a state university that would not only allow for the affiliation of colleges but also provide opportunities for students seeking post-graduate education, as current seat availability at MZU is limited. “It is imperative to have a teaching-intensive state university to grant affiliation to the existing colleges in the state,” he stated.

The establishment of the state university will also boost the Gross Enrolment Ratio (GER) in higher education, including vocational education, aligning with the objectives outlined in the NEP. The university will operate on a cluster model, integrating various colleges and institutions within a unified framework, with the first campus set to be located in Aizawl.

With this move, Mizoram is set to strengthen its educational infrastructure, ensuring greater access to higher education for its students while adhering to the national policy guidelines.
