Mizoram Government Collects Over ₹8 Crore in Stamp Duties and Land Registration Fees in Eight Months

Aizawl: The Mizoram government has achieved a significant milestone in revenue collection, generating over ₹8.58 crore from stamp duties and land registration fees in the first eight months of the current fiscal year, officials announced.

The update came during a review meeting chaired by Chief Minister Lalduhoma, focusing on the initiatives of the Land Revenue and Settlement and Food, Civil Supplies and Consumers Affairs (FCS&CA) departments.

Revenue Secretary Vanlalmawia reported the robust revenue figures, attributing the rise to measures such as the Indian Stamp (Mizoram Amendment) Bill, 2024, which increased stamp duty rates from 1% to 3% for property transactions. The amendment covers a range of transactions, including the purchase of land or house plots, bank mortgages, and gifts, as outlined by Land Revenue and Settlement Minister B. Lalchhanzova.

The government is also taking steps to modernize and streamline revenue collection. Plans are underway to establish a revenue court in the state, and from the next fiscal year, the online tax payment system currently operational in the Aizawl Municipal Corporation (AMC) area will be expanded to all districts. The online system, first introduced in AMC in 2022, has been instrumental in enhancing convenience and efficiency in tax payments.

To further improve land management, the department is preparing a Record of Rights (RoR), a legal document containing comprehensive details about land parcels, including ownership. This initiative aims to replace the traditional Land Settlement Certificate (LSC). So far, 3,59,331 records have been digitized, 1,155 digitally signed property cards issued, and 94,154 land parcel identification numbers generated.

These initiatives reflect the government’s commitment to boosting revenue while modernizing land and tax management systems across the state. The focus on digital transformation and legal reforms underscores Mizoram’s efforts to enhance transparency and efficiency in governance.
