Mizoram Pitches for Enhanced Financial Support from Centre at 16th Finance Commission Meet

New Delhi: Mizoram Chief Minister Lalduhoma put forth a strong case for increased central assistance and tailored financial considerations for the Northeastern state during a consultative meeting with the 16th Finance Commission in New Delhi on July 7. The crucial meeting saw the participation of Chief Ministers and representatives from seven Northeastern states, all keen to advocate for their region’s unique fiscal needs.

In a comprehensive presentation, CM Lalduhoma highlighted several key areas requiring the Commission’s immediate attention. He underscored that tax devolution remains the bedrock of state revenue and pressed for a higher share for smaller states like Mizoram, arguing it is essential to fuel their developmental aspirations. The Chief Minister pointed out the inherent disadvantage faced by states with smaller populations, as current fund distribution mechanisms, heavily weighted by population figures, often lead to insufficient central grants.

Further, CM Lalduhoma urged the Commission to factor in state-specific vulnerabilities under the Disaster Risk Index. He cited Mizoram’s susceptibility to frequent landslides, cloudbursts, heavy rains, and forest fires, asserting that these recurring hazards necessitate focused support and a more nuanced approach to disaster relief funding. A significant concern raised was also the high cost of transportation across Mizoram’s hilly and remote terrain. The Chief Minister called for special financial consideration to offset these persistent logistics challenges, which impede progress. Lastly, advocating for inclusive development, Lalduhoma sought increased funding for autonomous District Councils and continued grants for rural local bodies to empower governance at the grassroots level.

The meeting also saw the Northeastern states collectively submit a Joint Memorandum to the 16th Finance Commission, outlining their shared demands and concerns, demonstrating a united front on regional priorities. Notable attendees included Meghalaya Chief Minister Conrad Sangma, Tripura Finance Minister Pu Pranajit Singha Roy, and various other senior officials from the Northeast, all contributing to the collaborative effort aimed at securing enhanced financial backing from the Centre.
