Mizoram Tightens Security Along Myanmar Border, Implements Border Pass System

Aizwal: Authorities in Mizoram have heightened security along the 510-km unfenced border with Myanmar, introducing a border pass system to regulate movement within 10 kilometers on either side of the international boundary. The measure follows directives from the Ministry of Home Affairs (MHA).

Effective December 31, residents of both India and Myanmar living within the designated 10-km radius now require a border pass for cross-border visits. The pass, valid for seven days, is issued upon presentation of documents verifying residence within the specified zone.

The initiative, implemented by Mizoram Police, Assam Rifles, and health officials, aims to streamline cross-border movement while ensuring enhanced security. Six districts in Mizoram—Champhai, Siaha, Lawngtlai, Hnahthial, Saitual, and Serchhip—share the international border with Myanmar’s Chin state.

A public notice issued by Champhai district police clarified that individuals seeking entry through designated crossing points such as Zokhawthar and Hnahlan must produce identity documents issued by local authorities. These documents, valid for a year, are required to obtain the seven-day border pass, which must be returned at the same crossing point upon exit.

The border pass system allows only one adult per pass, with minors required to travel with their parents. Up to three children’s details can be recorded on a single pass, with additional passes issued for larger families.

Crossing points will operate Monday to Saturday, from 6 a.m. to 3:30 p.m. The process involves document verification, security checks by Assam Rifles, and health screenings by state health officials. Biometric data is also recorded, and a pass featuring a photograph and QR code is issued.

The MHA recently revised the Free Movement Regime (FMR), reducing the movement range from 16 km to 10 km. While Union Home Minister Amit Shah had announced plans to scrap the FMR in February 2024, an official notification is still pending.

Authorities have warned of strict action against violations, emphasizing the need for compliance to ensure safety and security. By implementing these measures, officials aim to balance cultural ties and economic interactions between border communities with the need for heightened vigilance.
