Prohibitory Order Issued Around Guwahati’s Raj Bhawan to Ensure Security
Assam: In a bid to uphold security and maintain public order, Deputy Commissioner of Police (Central Police District), Guwahati, Amitabh Basumatary, has invoked Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, to impose restrictions near Raj Bhawan, the official residence of Assam’s Governor.
The order, effective immediately, seeks to address potential threats and disruptions in the high-security zone, emphasizing the importance of safeguarding essential governmental functions.
The directive outlines several key restrictions: gatherings of more than five people, including protests or rallies, are banned within a one-kilometre radius of Raj Bhawan unless specifically authorized by the authorities.
Unauthorized entry or movement of individuals and vehicles in the area is strictly prohibited. Measures to control noise include a requirement for prior clearance for the use of loudspeakers, fireworks, or other noise-producing instruments. Additionally, any construction or activities that could disrupt security or cause disturbances are forbidden without prior authorization.
The order will remain in effect for two months or until further notice, with violations subject to prosecution under Section 223 of the Bharatiya Nyaya Sanhita, 2023.
Citizens affected by the restrictions have the option to file written objections to seek modification or cancellation of the order by appealing to the DCP’s court. This measure underscores the administration’s commitment to ensuring public safety and the uninterrupted functioning of governmental operations in the area.
