Special Campaign 2.0: Paperless working in Indian Railways from 1.11.2022
Guwahati: The Government of India recently announced a Special Campaign to make Indian Railways 100% paperless in an effort to reduce paper waste.
The Ministry of Railways made the decision to create a special project called campaign 2.0 in response to Prime Minister Narendra Modi’s goal for emphasising cleanliness everywhere, lowering the number of open complains, and enhancing workplace culture.
According to a statement released by the Ministry of Railways, the campaign was followed up in September with the launch of “Special Campaign 2.0,” which will run from October 2 through October 22 and has a wider scope and more ambitious goals to further promote cleanliness and good governance across the nation.
The Ministry of Railways had established a considerably wider scope for itself in all aspects of its operation in accordance with the Special Campaign 2.0’s guiding principles, keeping in mind the Indian Railway’s presence throughout the entire nation.
The Cleanliness Campaign, which focused on mechanical cleaning of stations, cleanliness of trains, including approaches to important stops, collecting & safe disposal of plastic and other debris, took up all 7337 stations, which is a monumental effort in and of itself. The Prime Minister commended Bangalore Railway Station for one such endeavour.
According to the statement, the Ministry of Railways ran more than 9000 cleanliness initiatives starting on October 2 that included all stations, offices, workshops, Production Units, and other offices.
The 100% aim has already been met in this aspect. Over 1 lakh 86,000 physical files and about 30.000 electronic files have been examined. The resolution of outstanding issues, such as VIP/MP/MLA references, parliamentary, state government/PMO references, public grievances and appeals, involves all staff, from the top down.
Liquidation of around 80% has already been accomplished on a number of metrics. The Ministry of Railways eliminated more than 3000 VIP references, 160 State Government references, and more than 2.6 lakh Public Grievances on the final day of Special Campaign 2.0.
Senior officials from the units are actively monitoring and running the campaigns, and they routinely make visits to the workplaces to spread the word and raise awareness. During the programme, office debris valued at more than Rs 33 crores was disposed of, freeing up 16000 square feet of space.
A number of awareness initiatives, such as “NukkadNatak” (street shows), were held throughout the Railways as part of Special Campaign 2.0. These initiatives were not only effective but also left a lasting impression and were highly received by all.
The creation of IT applications for the online processing and disposal of VIP(MP/MLA) References and Parliamentary References, such as those made during Zero Hour and under Section 377 in Parliament by MPs, is one of the additional initiatives that have been undertaken throughout this campaign.
On a similar note, a module for real-time monitoring of parliamentary references has also been created, complete with all the MIS capabilities required for tracking VIP references.
The Ministry of Railways was able to get rid of these references thanks to the development of these two applications, which also made a significant contribution to Special Campaign 2.0.
Additionally, public complaints are tracked through the “Rail Madad site,” which offers real-time complaint resolution and online tracking of the status and resolution of these complaints.
MOR has also made the decision to become completely paperless starting on November 1st. To do this, they will digitalize all business procedures and use the e-office system at the Railway Board Office to manage all work-related filing.
Notably, the Indian Railways will adopt the Railway Board Office’s file work using E-Office System starting on November 1.
