Youths File FIR Alleging Forged Work Experience Certificate in Arunachal Pradesh Road Project
Itanagar: Four young individuals hailing from the Chayang Tajo, Sawa, and Pipu areas of Arunachal Pradesh have formally lodged a First Information Report (FIR) against Er. Minmar Ronya, the Executive Engineer of the Bameng Rural Works Department (RWD), and Rungni Bagang, the owner of M/s R.B. Enterprises.
The core of their complaint centers on the alleged issuance of a fabricated work experience certificate concerning a road construction endeavor.
The disputed certificate reportedly pertains to the “Construction/Completion of the Road from Chayang Tajo to Yangfo,” a project purportedly funded under the State Infrastructure Development Fund (SIDF) for the fiscal year 2022. Documentation presented during the tendering phase indicated a project valuation of Rs 12.96 crore.
The complainants assert that neither the Government of Arunachal Pradesh nor the Central government ever granted approval or sanction for the aforementioned road project. Furthermore, they contend that there is no discernible evidence of the road’s construction or any work meeting satisfactory quality standards, despite the assertions made within the contested certificate.
The filed FIR underscores concerns regarding how a contract of such significant financial value could be linked to M/s R.B. Enterprises, identified as a Class-II registered contractor. This raises questions among the complainants about the procedural legitimacy of the certificate issued by the executive engineer.
In their plea for action, the complainants have called for an unbiased and thorough investigation into what they describe as a clear instance of official misconduct, forgery, and a deliberate attempt to misappropriate substantial public funds through deceptive practices. They have also provided supporting documentation, including a copy of the allegedly fraudulent client performance certificate, details of the contractor’s registration, and a duplicate No Objection Certificate (NOC).
The youths have implored the relevant authorities to initiate legal proceedings under the pertinent sections of the Prevention of Corruption Act, 1988, alongside other applicable legal provisions concerning forgery, conspiracy, and the abuse of public office. As of the time this report was compiled, no official statement or response has been issued by the authorities.
