Meghalaya Leaders Shine at 85th All India Presiding Officers’ Conference in Patna
Shillong: Meghalaya’s legislative leaders made notable contributions to discussions on constitutional democracy and technological innovation at the 85th All India Presiding Officers’ Conference held in Patna, Bihar, this week.
The three-day event, which concluded on January 21, brought together legislative leaders from across the country to address issues ranging from democratic governance to digital transformation in legislative processes.
Timothy D Shira, Deputy Speaker of the Meghalaya Legislative Assembly, delivered a thought-provoking address on India’s constitutional journey. He highlighted the significance of the Constitution of India, adopted on November 26, 1949, noting that it remains one of the most progressive in the world, ensuring the rule of law, social justice, and individual rights. “The Constitution safeguards democratic governance and is pivotal in protecting the rights of citizens,” Shira remarked, underscoring the vital role of legislative bodies in upholding these democratic values.
Shira also referenced landmark legislative measures like the Right to Information Act, which have empowered citizens and reinforced transparency and accountability in governance. His remarks focused on the critical function of legislative assemblies in safeguarding democratic values and ensuring that they continue to evolve in response to modern challenges.
On the technological front, Dr. Andrew Simons, Commissioner & Secretary of the Meghalaya Legislative Assembly, showcased the state’s efforts in embracing digital transformation to enhance legislative processes. He discussed the implementation of the National e-Vidhan Application (NeVA), which has significantly streamlined legislative operations. “NeVA allows Members to submit questions, resolutions, and other proceedings online, enhancing efficiency and transparency,” Simons explained.
Additionally, he highlighted the integration of AI-powered transcription services and the launch of an Assembly TV Channel, both aimed at improving public engagement with legislative activities. Dr. Simons further emphasized Meghalaya’s decision to join the National Digital Grid and its integration with the Digital Sansad App, reflecting the state’s commitment to modernizing its legislative functions.
The conference, inaugurated by Lok Sabha Speaker Om Birla and Rajya Sabha Deputy Chairman Harivansh, also commemorated the 75th anniversary of the Indian Constitution, with discussions focused on how legislative bodies can adapt to contemporary challenges while preserving constitutional principles.
Meghalaya’s active role in the conference showcased its dedication to both preserving democratic values and embracing technological advancements to enhance the functioning of its legislative processes.
