Allegations of Collusion Between Indian Security Agencies and Kuki Militants in Manipur
Imphal: Reports have surfaced of alleged collusion between Indian security agencies and Chin-Kuki armed groups in Manipur, raising serious concerns about the ongoing violence in the region. The allegations were made by the Coordination Committee on Manipur Integrity (COCOMI) in a press release issued on January 12, where the organization claims to have uncovered evidence of a “discreet and strategic nexus” contributing to the conflict.
One of the most significant allegations revolves around an incident on December 18, where supplies intended for a CRPF camp were reportedly diverted to Molhang Kuki Village, described by COCOMI as a known stronghold of Kuki militants. According to the release, two Shaktiman trucks were rerouted from their official destination, a move that COCOMI argues is part of a broader pattern of complicity between security agencies and militant groups.
“This unholy alliance has perpetuated violence, displaced thousands of civilians, and destabilised the socio-political fabric of Manipur,” the press release states. The organization further asserts that the violence, often framed as an ethnic conflict, is in fact a “state-driven proxy war” aimed at advancing political and territorial goals.
The allegations also suggest that the cooperation between the security forces and the militant groups extends beyond logistical support. COCOMI claims that there has been “intelligence sharing and selective inaction during critical operations,” which has allowed militant groups to continue their activities with relative impunity. This follows a separate accusation made by the National Socialist Council of Nagalim (NSCN-IM) on January 11, which specifically implicated the Ukhrul Superintendent of Police in colluding with suspected Kuki militants.
Yumkhaibam Surjitkumar Khuman, Media Coordinator for COCOMI, has called for immediate action from the Ministry of Home Affairs, the Security Advisor, and the Director General of Police (DGP) to address the alleged involvement of security agencies in the conflict. The organization is demanding an independent inquiry into the role of these agencies in fueling the violence.
These allegations come amid continued ethnic tensions in Manipur, which have resulted in significant civilian displacement and loss of life. COCOMI believes that the alleged cooperation between security forces and militant groups has allowed these factions to pursue their disruptive agendas under the guise of ethnic struggle, further complicating the situation in the region.
