Assam | Application for Online Learner License launched

Dispur: Chief Minister Himanta Biswa Sarma in a review meeting of District Transport Officers launched the contactless online Learner License Facility from Home and mVahan with Fitness Everywhere App.

Developed by the National Informatics Centre (NIC), with the launching of the Aadhar-based contactless online learner’s license test from home facility, the applicants will be able to get their Learner’s License sitting for a test from home using an Aadhaar-based authentication mechanism without visiting DTO office. However, those who do not have Aadhaar can avail the advantage of the present system till 31st March 2022.

On the other hand, mVahan app, also created by the National Informatics Centre is an android mobile-based application for issuing vehicle fitness certificate of registered Transport vehicles. This application makes the vehicle’s fitness testing process easy and convenient for the public besides reducing the time to get fitness certificates for vehicles.

The Chief Minister during the meeting reviewed the functioning of the department, the status of implementation of road safety protocols, and revenue collection. Further, preliminary discussion on providing 18 services of the department through online system within May 10, 2022, was also discussed in the meeting.

Underlining the need for a paradigm shift in the Department, the Chief Minister urged the DTOs to develop more people-friendly environment in their offices by introducing citizen-centric services. He directed the department to make maximum services faceless and contactless so that people can avail them without coming to DTO offices.

Further, reviewing the road safety front, the Chief Minister emphasized constant research to reduce the number of road accident-related fatalities. He directed the DTOs to hold meetings with Police and Health Department officials every 3 months to assess the road safety measures and carry out necessary interventions. He also asked the department to work for new legislation incorporating stringent penal provisions for violators and safety enforcement measures.

The Transport Department in the meeting also exchanged an MoU with Ms. KD Iron and Steel Co. for a registered vehicle scrapping facility. This project will be implemented with a financial outlay of Rs 75 crores. As per the MoU, a collection and dismantling center would be developed at Moranjana, Rangia in Kamrup District for End of Life Vehicles.
