Assam Mandates Local Language Proficiency for Government Jobs

Guwahati, July 11: Assam Chief Minister Himanta Biswa Sarma announced a new policy requiring proficiency in the local language for all government job selections. This decision aims to protect the rights of the local populace, following backlash over a recent Higher Education Department notification that exempted the requirement of a Permanent Resident Certificate (PRC) for certain college positions.

Key Points:

  1. Language Proficiency Requirement: Sarma stated that PRCs, which can be obtained after residing in Assam for three years, are insufficient for safeguarding local rights. Instead, proficiency in the local language will be mandated for all government job applicants.
  2. Controversial Circular: The Higher Education Department’s circular, issued on July 4, exempted PRC requirements for appointing Assistant Professors, librarians, and Grade III and IV employees in colleges. This sparked criticism, particularly from the All Assam Students Union (AASU), which demanded its repeal.
  3. Government Clarification: In response to the backlash, Education Minister Ranoj Pegu clarified on X (formerly Twitter) that the circular was issued without government approval. He announced that the Director of Higher Education had been instructed to withdraw the notice immediately.
  4. Inquiry Ordered: Sarma directed an inquiry to determine under what authority the Director of Higher Education issued the circular. He emphasized that such decisions should come from the government, not a directorate.

This new policy underscores the Assam government’s commitment to preserving the rights and culture of the local population through effective measures beyond the PRC.
