Garigaon gangrape case: Inquiry Ordered Into Encounter Of Main Accused
Guwahati: The Gauhati High Court on Tuesday ordered an investigation into the encounter of the prime accused in the Garigaon gangrape case.
The court today ordered an investigation into the death of Biki Ali, following directives from the National Human Rights Commission (NHRC).
Meanwhile, the court has assigned the probe to Bipul Kumar Das, Additional District Magistrate of Kamrup Metropolitan District.
He has been given 15 days to write a report. The report will be submitted to the Assam Human Rights Commission (AHRC).
The prime accused, Biki Ali was shot dead by the Assam Police on March 16.
Assam Police detained Ali on March 15, and he was transported to Garigaon, Guwahati, late night. Ali was ‘taken dead’ to GMCH following a bullet wound (s).
Vicky Ali, the alleged rapist, not only attempted to run but also fought the officers on the scene. Vicky was shot and sustained injuries, according to Guwahati city police. 2-Lady personnel were also injured during the incident.
Apart from Vicky Ali, four others, Faizur Ali, Puna Ali, Pinku Ali, and Raja Ali, are accused of raping a 16-year-old minor girl and filming the whole thing. Police had arrested two of them, Faijul and Poona on March 18.
The five boys blackmailed the girl by threatening to post her video on social media if she complained about them.
It may be mentioned that a case was registered in All Women’s Police Station, Panbazar, under Section 6 of the POCSO Act, 2012, Sections 376 (D) of the Indian Penal Code and Section 67(B) of the IT Act.
Biki Ali raped the victim for the first time on February 16. The entire episode had been recorded by one of Biki’s friends.
Biki later used the video to blackmail the victim, forcing her to join him at a hotel, where she was kidnapped by four other people on February 19.
